Can a health database be maintained in a democratic bottom-up fashion?

In his The Pulse article Informed choice from informed databases of April 6th, Anders Sandberg says that the recent proposal to create a European database open to the public with information about safety and efficiency in pharmaceuticals is another step in empowering health care consumers. But Sandberg also warns that how this database is implemented is also crucial.
