Who do I have to sue to get some treatment here?

In his The Pulse article The High Costs of Centralization of February 15th, Anders Sandberg tells us about how a British nurse has had to sue to get a breat cancer medicine.

The fear of costly new treatments due to the centralization of health care costs, and the administrations' broad statistical perspective on health, increasingly hold back new treatments. How will the patients react?
