Cutting the EU's public health and consumer protection strategy

In his The Pulse article Starving Paternalism or Health? of March 29th, Anders Sandberg writes about how the EU recently has decided to cut the public health and consumer protection strategy budget in half. Is it a defeat for public health or paternalism?
