Under the title Towards a global vision the conference started by giving a summary of the present state of harm reduction.

Ingdahl attended a seminar on the global efforts of tobacco harm reduction giving examples of such diverse topics as the spread of illegal homegrown tobacco in Australia, studies in Canada of the smoker's perception of risks with smoking, and public private partnerships in South Africa.

This was followed by a round table discussion on smokeless tobacco and harm reduction. In the round table discussion, researchers from the Alberta Smokeless Tobacco Education & Research Group at the University of Alberta presenting topics as inquiries about the smoker's benefit perceptions, on how to present the individual perspective in the public debate, risk awareness about different forms of tobacco, the problem that the harm reduction debate is being framed at present, and how this may lead to the public being misled about the benefits of tobacco harm reduction.

Waldemar Ingdahl also drew his conclusions about the future of harm reduction. What is the present state? Is there a global vision? What needs to be done?
