The International Leaders' Summit
Waldemar Ingdahl spoke on November 13th at the International Leaders' Summit at the European Parliament in Brussels. The summit included a most interesting list of speakers.

Waldemar Ingdahl discussed the use of cost- effectiveness and comparative effectiveness measures by national health services, and the impact they have on patient care.

Comparative effectiveness is the buzz word of the day, with the United States looking into the model created by some European nations of instituting Health Technology Assessment boards (HTA) giving recommendations on what drugs and medical treatments the government should reimburse or pay for
Relatively, HTA boards may improve the situation in single payer health care systems. Drug estimates by Qualy index (Quality of Life Year Assessment) could be used to set thresholds for cost effectiveness.
NICE in the United Kingdom (The National Institute of Clinical Excellence), gives binding recommendations for the whole NHS. NICE is one of the most transparent of the boards of assessment, which is why it is under pressure of raising the thresholds. The better alternative, said Ingdahl, would be to increase transparency and providing the public with more choices.
